Districts leaders and principals are often not comfortable with the most effective use of ESSA funding and how it can be used to upgrade an entire system. Data shows 25% districts leaders state their budgets do not align with instructional goals because of regulations attached with federal funds. For district leaders and principals, this causes frustration which results in funds being spent on non-impactful items and activities. If this problem persists, students and teachers will not reap these funds have to offer in services of improving student achievement outcomes.
